DLC will not download: the official fix

Quick answer

A Steam configuration error stopped purchased DLC from downloading. tri-Ace fixed it on 30 October 2026 and says affected downloads start automatically with no need to buy again.

Within a day of the 29 October 2026 launch, players who had paid for the Enhanced Remaster found the DLC sitting in their library without downloading. tri-Ace posted a notice on the Steam news feed on 30 October confirming the cause and the fix: a configuration error on the Steam version stopped purchased DLC from starting its download. The fix has shipped, and the download now starts on its own.

The official notice, in short

The post is titled [Resolved] Issue That Prevented DLC from Downloading. Its content, paraphrased: a configuration error on the Steam version prevented purchased DLC from starting to download; the issue is fixed and the DLC downloads normally; anyone who bought during the fault will see the download start automatically; there is no need to purchase it again.

That last line matters. Nothing in the notice asks affected players to request a refund or re-buy, because the entitlement was always recorded correctly — only the download trigger was broken.

Checklist if it still will not download

Work down this list in order. Stop when the download starts.

StepWhat to doWhy
1Restart Steam completely (exit, not minimise)The client caches DLC entitlements at launch; a restart re-reads them
2Open the game's properties, then DLC, and confirm the Enhanced Remaster is tickedAn unticked box means the client is not requesting the files
3Check the download queue for a paused or queued entry and resume itSpeed limits and scheduled downloads can park it silently
4Verify the integrity of the game files for app 645730Forces Steam to compare the install against the manifest
5Check free disk space against the 90 GB listingA queue that cannot fit shows as "not enough disk space" on some clients
6Switch download region once, then switch backClears a stale content-server assignment
7Confirm the purchase is on the same Steam account that owns the base gameDLC is account-bound; family sharing does not always pass it through

If all seven fail, the entitlement is worth checking directly: Steam's account page lists the DLC as a separate licence from the base game, and support can see whether it is attached.

Do not do these

  • Do not buy it twice. The official notice says the purchase is intact.
  • Do not delete the base game to force a re-download. It is a 90 GB install and the entitlement problem is not on disk.
  • Do not rename folders inside the install. The 2018 release had its own patching quirks, and a renamed depot folder produces a different error than the one here.

If the game launches but looks unchanged

A downloaded DLC and an active DLC are two different states. After it installs:

  1. Launch the game and look for the graphics options the DLC adds — native 4K, HDR, 120 fps and the 2x speed toggle. If they are present, the DLC is active.
  2. If they are missing, close the game and let Steam finish any post-download step before relaunching.
  3. Check the executable version on the title screen: the 2018 release ended at patch 1.0.0.4, and a build older than that has other problems covered on the release dates page.

Context

This is not the first launch-week issue in the game's history. The 2018 release shipped with memory-operation problems and no clean way to quit, which tri-Ace addressed in patch 1.0.0.1 by adding an End Game command. The pattern is the same: the studio posts the cause, ships a fix, and asks players not to work around it themselves.
